السيطرة على الثروة العامة
ارتكزت
قدرة صالح على البقاء في السلطة على شراء الولاءات. واذا كان قد استدان في
البداية 30 مليون من أحد تجار مدينة تعز وقام بتوزيعها على المشايخ كي
يرضوا به رئيسا في عام 1978, كما تم الإشارة في مقال سابق، فإن فاتورة شراء
الولاءات ستزداد بصورة جعلت الرئيس يسعى إلى السيطرة التامة على كل موارد
البلاد بلا استثناء وتبديدها بعد ذلك في شراء الولاءات. وتتخذ عملية
الاستيلاء على الثروة العامة صورا عدة, أهمها: الاستيلاء على المؤسسات
العامة المدرة للدخل، وأراضي الدولة والأوقاف، وغيرها.. وقد عمل صالح،
وبغرض الاستيلاء على المؤسسات الاقتصادية العامة والمختلطة المدرة للدخل،
على تسليم تلك المؤسسات لأفراد من الأسرة أو العشيرة أو ذوي الثقة يديرونها
بغموض كبير يكتنف عمليات تلك المؤسسات.
فالمؤسسة
الاقتصادية اليمنية كانت مؤسسة تابعة للقوات المسلحة وكان اسمها "المؤسسة
الاقتصادية العسكرية" ثم تم تغيير اسم المؤسسة وإخراجها من سيطرة الجيش
وإخضاعها للسيطرة المباشرة للرئيس شخصيا, قبل أن يؤدي إثارة وضع المؤسسة في
مجلس النواب إلى عودتها كمؤسسة عامة, ودون أن يعني ذلك اخضاعها للمؤسسات
الدستورية. وكان يتولى إدارتها حتى وقت قريب أحد أنساب الرئيس من
الهاشميين, وهو علي محمد الكحلاني, قبل أن يتم مؤخرا إسناد مهامها نهاية
العام الماضي إلى حافظ فاخر معياد الذي ينتمي إلى سنحان "مسقط رأس الرئيس"
والذي يعتبر من المقربين من نجل الرئيس. ويقول مراقبون إن التغيير هدف إلى
وضع إمكانات المؤسسة الطائلة تحت تصرف نجل الرئيس خلال الانتخابات
التشريعية التي كان الرئيس يسعى إلى عقدها بشكل منفرد وعلى أن يقوم فاخر
معياد بدور مشابه للدور الذي لعبه أحمد عز في انتخابات مجلس الشعب المصري.
وتعتبر
المؤسسة, وفقا لعشرات المقالات والتقارير الصحيفة, دولة داخل الدولة؛ حيث
تعمل في كل شيء, بدءا- على سبيل المثال فقط- بزراعة وإنتاج وبيع الفواكه
والخضار والحبوب والبذور والشتائل، مرورا بتصنيع وبيع التمور والأثاث
والأدوية والملح، مرورا بالتجارة بالملابس بأنواعها المختلفة ومواد البناء
والعقارات والبيوت الجاهزة والماشية والدواجن واللحوم ، وانتهاء ببيع الخبز
والكعك للمواطنين من خلال أكشاك تنتشر في مختلف أرجاء العاصمة. وقد أثار
وضع المؤسسة، التي يتم دعمها بمبالغ كبيرة من الموازنة العامة للدولة,
وتوكل إليها العديد من العمليات التي تقوم بها الدولة, وابتلعت العديد من
المؤسسات العامة، وما زال يثير الكثير من الجدل داخل مجلس النواب اليمني
وخصوصا بعد أن وجد النواب صعوبة كبيرة في الوصول إلى حسابات المؤسسة التي
تأتي أرباحها على نحو متكرر "صفر"!
أما بنك
التسليف التعاوني الزراعي، الذي أنشئ في عام 1975، والذي كان معياد يديره
حتى وقت قريب، فقد تم تحويله إلى بنك تجاري لا يحظى المزارعون منه سوى
بنسبة زهيدة من أعماله, مع احتفاظ البنك بدعم من الدولة يذهب مع أموال
البنك وودعائه في عمليات إقراضية مشبوهة لنافذين داخل النظام. وقد ارتبطت
عمليات البنك, الذي توسع كثيرا ليتحول إلى "امبراطورية", بالكثير من تهم
الفساد. ومع أن معياد اشتهر بعقلية تحديثية في إدارة البنك حيث أدخل الكثير
من الخدمات, إلا أن الاعتبارات السياسية- كشراء الولاءات للنظام- هي التي
طغت على إدارته للبنك. وتقول مصادر أن خروج معياد من البنك لا يعني خروج
البنك من تحت سيطرته بقدر ما يعني ضم المؤسسة الاقتصادية اليمنية إلى البنك
وتسخير الإثنين لخدمة الرئيس ونجله.. وهذا هو السر في تزعم حافظ معياد
للبلاطجة في اليمن؛ فهو بلطجي بثروة تقدر بمليارات الدولارات!!
وتمتد
السيطرة الأسرية على المال العام لتشمل المؤسسات التي تساهم فيها الدولة
والقطاع الخاص. فشركة التبغ والكبريت الوطنية، التي تأسست كشركة مساهمة
يمنية مختلطة في عام 1963 ، وتملك الدولة 51% من رأسمالها، وتدر أرباحا
سنوية لا تقل عن المليار دولار أو حوالي 15% من موازنة الحكومة اليمنية، تم
إسناد إدارتها إلى توفيق صالح عبد الله صالح وهو واحد من أبناء إخوة
الرئيس. وكان اسم توفيق صالح قد ورد في تحقيقات تجريها وزارة العدل
الأمريكية بشأن قيام شركة شلومبرجر العملاقة للخدمات النفطية والمسجلة في
أكثر من دولة، وبهدف الحصول على عقد تطوير بنك معلومات حول الاستكشافات
النفطية في اليمن، بمنح رشاوي تجاوزت 1.3 مليون دولار لشركة وهمية أنشأها
توفيق صالح وسماها "يمن انفست." ومع أن توفيق صالح لم ينفِ التهمة, إلا إنه
قال أنه حصل على المبالغ كأجور مناصرة. وقد اختارت صحيفة 26 سبتمبر توفيق
صالح كـ "رجل العام" - كما قالت- في تحد واضح من الرئيس للشعب.
ولا
يختلف الوضع في الخطوط الجوية اليمنية التي تأسست في عام 1978 كاستثمار
مختلط بين الحكومتين اليمنية والسعودية وبنسبة 51% و49% لكل منهما على
التوالي؛ فقد تم إسناد إدارتها للكابتن عبد الخالق صالح القاضي، ابن خال
الرئيس. وهناك الكثير من الغموض حول عمليات الشركة والأرباح الصفرية التي
تحققها.
وحيث أن السلطة السياسية والمكانة
الاجتماعية والقدرة على ممارسة التأثير ارتبطت تاريخيا بالمكانة
الاجتماعية, فقد عمل النظام القائم ورموزه على الاستيلاء على معظم أراضي

القادر هلال (وزير الإدارة المحلية حينها) لدراسة مشاكل الأراضي في الجنوب,
إلى أن 15 شخصا من أقارب الرئيس يسيطرون على معظم أراضي الجنوب.
