يخضع التعيين في الجهاز البيروقراطي للدولة وخصوصا في المواقع القيادية للإرضاء السياسي وليس لمدى حاجة العمل أو كفاءة الشخص، ووصل الوضع ببعض الجهات الحكومية إلى أنها صارت تحتوي على عشرات الوكلاء والوكلاء المساعدين ومئات وفي بعض الحالات آلاف الموظفين الذين لا هدف من تعيينهم سوى منحهم الامتيازات المرتبطة بالمواقع المعينين فيها ,بالنسبة للقياديين, والمرتبات الضئيلة بالنسبة للموظفين الصغار الذين يخرجون للتظاهر دعما للرئيس أو يصوتون له في الانتخابات. وكانت النتيجة هي تحول الجهاز الحكومي، في ظل انخفاض المرتبات وانتشار الفساد, إلى عبء على التنمية وعائق لقيامها ومعطل للقدرات.
إضعاف أجهزة المساءلة
تندرج الكثير من السياسات والممارسات المتبعة في إدارة الاقتصاد الوطني ضمن الأنشطة الإجرامية التي يعاقب عليها القانون. ولذلك عمل النظام اليمني وما زال يعمل بشكل مستمر على إضعاف مؤسسات المساءلة والمشاركة وتعطيل مبدأ سيادة القانون. وعلى سبيل المثال، فإن مجلس النواب اليمني لم يتمكن منذ قيام الوحدة اليمنية في عام 1990, وحتى هذا التاريخ, من سحب الثقة من أي مسئول في الدولة أو سحب الثقة من أي حكومة أو حتى من وزير واحد فيها.. كما لم يسبق لأي جهاز قضائي أو غير قضائي أن حاكم أي مسئول يمني بتهمة الفساد. ويلاحظ أن معدلات الفساد في اليمن زادت بشكل كبير منذ إنشاء الهيئة العليا لمكافحة الفساد؛ لإن الهيئة باتت تعمل كغطاء على ممارسات الفاسدين.
تنمية أجهزة القمع
وجه صالح, الذي يتصرف كحاكم عسكري, موارد الجمهورية اليمنية بشكل مستمر نحو بناء الجيش والأمن حتى بعد أن حل مشاكل بلاده الحدودية مع الدول المجاورة عن طريق التفاوض والحوار وتقديم التنازلات, كما حدث مع السعودية أو سلطنة عمان, أو عن طريق التحكيم الدولي, كما حدث مع إرتيريا. والواضح أن صالح, ومن خلال تركيز المواقع القيادية العليا للجيش والأمن في أسرته, ينظر إلى المؤسستين على أنهما الركيزتين الأساسيتين للبقاء في السلطة وقمع المنافسين والخصوم السياسيين ومكافأة المخلصين, وتخصيص أكبر قدر ممكن من الأموال العامة لأهداف خاصة ودون الخضوع لأي شكل من أشكال المساءلة. ورغم إن الضغوط الدولية قد أدت نظريا إلى تخفيض نفقات الجيش والأمن, إلا إنه يعتقد أن الكثير من الموارد غير الظاهرة يتم توجيهها نحو الجيش. والواضح أن المؤسستين العسكرية والأمنية تقومان بعدة وظائف بالإضافة إلى دورهما القمعي؛ فهما تمتصان جزءا ولو بسيطا من بطالة الشباب, وإن كانت المرتبات التي يحصل عليها المجندون لا تسمن ولا تغني من جوع, كما أن المؤسسات العسكرية والأمنية تعمل كغيرها من المؤسسات على توزيع الاعتمادات والدرجات الوظيفية, في الجيش والرتب العسكرية والأسلحة وغيرها, للموالين والمناصرين.
تسول الخارج
صعد صالح إلى السلطة في فترة الحرب الباردة, وهي الفترة التي شهدت اعتماد الاقتصاد اليمني كلية على ما يأتيه من الخارج سواء على شكل معونات ومساعدات وقروض أو على شكل عائدات مئات الآلاف من المغتربين اليمنيين في الخارج وخصوصا في السعودية. وقد عمل صالح, من خلال استغلال التنافس بين الشرق والغرب, على الحصول على الدعم الخارجي بسهولة. ومع أن صالح سعى إلى استخراج النفط, إلا أن عائداته لم تختلف عن العائدات الأخرى الخارجية المصدر, من حيث تعرضها للتقلب: إما بسبب تقلب أسعار النفط في الأسواق, أو بسبب التقلبات السياسية. وكان من الطبيعي أن يظل النظام اليمني خلال فترة حكم صالح يسير من سيئ إلى أسوأ, كانعكاس لغياب الرؤية الاقتصادية ونتيجة لتقلبات الدخول ذات المنشأ الخارجي. لقد أدت سياسات صالح, وعلى نحو خاص تحالفه مع صدام حسين, إلى تراجع الدعم الخليجي, وأدت سياساته خلال الغزو العراقي للكويت إلى انهيار كبير في الاقتصاد اليمني نتيجة لفقدان اليمن لكافة أشكال الدعم الخارجي, وكذلك نتيجة لعودة مئات الآلاف من المغتربين اليمنيين من السعودية. ولم يستفد النظام اليمني من التجارب.. وظل يعتمد على التسول حتى في فترة الطفرة النفطية, وهو ما أوصل الأمور بالبلاد إلى ما هي عليه اليوم. فبينما يريد صالح شراء الولاءات كالعادة فإنه لا يجد ما يكفيه من النقود؛ لأن الخارج توقف عن تقديم مساعدات.. وقال مسئول سعودي كبير لدبلوماسي أمريكي إن بلاده توقفت عن تقديم المساعدات النقدية إلى اليمن, كي لا ينتهي بها الحال إلى حسابات سرية في سويسرا.
